Florida Legislature Passes DeSantis Redistricting Plan; Shapes Added to Interactive Map

The Florida Legislature passed a redistricting program Thursday, sending it to Gov. Ron DeSantis (R). Equally the map originated from the governor's function, his signature would seem to be a foregone conclusion. As such, the new shapes have been added to the 2022 House Interactive Map.

The new map is quite favorable to Republicans, with the party expected to gain up to 4 seats in this autumn'due south midterm elections. In that scenario, Democrats would lose three, as the state gained a district after the 2020 Demography.

The graphic below compares the two maps. The new map is colored based on the spread between Joe Biden and Donald Trump in 2020, as calculated by Matthew Isbell, publisher of The MCIMAPS Report. That assay shows eighteen seats where Trump won past >five%. Districts xv and 27, the merely two seats decided by <v%, are both held by Republicans.

The map effectively eliminates the current Commune five, which stretches beyond the northern tier of the state. It was shaped that way after court-ordered redistricting prior to the 2016 election and was intended to permit Black voters elect a representative of their choice. Democrat Al Lawson is now in his third term in that location. The map likewise splits up Black voters around the Orlando area, probable eliminating a Democratic-held commune there. (Current FL-10 Rep. Val Demings is running for the Democratic nomination for U.Due south. Senate).

Litigation is expected to explore whether the new plan violates the state's Fair Districts Amendments or the federal Voting Rights Act.

Florida Legislature to Defer to DeSantis on Congressional Redistricting

In a joint statement issued Monday, Republican leaders of both branches of the Florida Legislature announced they will defer to Gov. Ron DeSantis (R) on congressional redistricting. The Legislature is awaiting a map acceptable to the governor, which they will evaluate and presumably laissez passer during the upcoming Apr xix-22 special session.

DeSantis had previously vetoed a programme passed by the Legislature. While the map was favorable to Republicans, information technology did not go far plenty in meeting the governor's demand to make Commune five more than meaty.

In its electric current format, District five stretches across the northern tier of the state. It was shaped that way after court-ordered redistricting prior to the 2016 ballot and is intended to permit Blackness voters elect a representative of their selection. Democrat Al Lawson is at present in his third term in that location.

After a new map is enacted, a court battle is expected over whether it meets the standards of the Fair Districts Amendments to the State Constitution, approved by voters in 2010.

Overview and Live Results: New York Associates District 20 Special Election

This week, we have an unusual Thursday special election to to fill a legislative vacancy.

New York Land Associates District 20

Democrats hold a big majority in the New York Country Assembly. The party controls 106 seats, alongside 42 Republicans and i Independence Political party member.

Members serve two-yr terms. The next regularly scheduled elections will be in November. These will be contested using redistricted boundaries. Note that these new districts are being challenged in court. A approximate ruled the maps unconstitutional on March 31. That decision has been stayed by a college court while the entreatment proceeds.

District twenty borders the New York City civic of Queens in southwestern Long Isle. Republican Melissa Miller resigned in February later on being appointed to the Hempstead boondocks board. She won her third term past 59% to 41% in 2020.

Miller's prior wins were past unmarried digit margins, including in 2016, when she flipped the commune from Democratic control. It is unclear if this electoral history means we'll come across a close special ballot or if the commune has moved too far to the right for Democrats to compete.

There are two candidates on the ballot. Polls shut at 9:00 PM Eastern Time.

Ohio Republican Rep. Bob Gibbs Announces Retirement

Citing an "irresponsible" redistricting process, six-term Ohio Republican Rep. Bob Gibbs (OH-07) announced his retirement Wednesday. Gibbs will serve through the end of this Congress.

In his statement, Gibbs expressed frustration that the new congressional map was finalized - and perhaps but in effect for 2022 - simply a week prior to the start of early voting, particularly since the new 7th district only contains well-nigh 10% population overlap with the existing seventh. (Gibbs isn't the simply member seeing big shifts, some of which is driven past the fact that Ohio is losing a commune.)

Per Cleveland.com, Gibbs was also facing some principal challengers "including Max Miller, a well-funded sometime White House adjutant to [and endorsed by] ex-President Donald Trump."

Early voting for the May 3 chief began on Mon. Due to ongoing redistricting litigation around the country legislative maps, the primary for those elections volition be conducted at a after appointment.

48 current members, including 30 Democrats and 18 Republicans, have announced they are retiring or seeking another part.

There are four Republicans and two Democrats on the principal ballot. The frontrunner appears to be Republican Connie Conway, a erstwhile member of the State Assembly. Polls shut at eleven:00 PM Eastern Time.

There's a skilful chance that the winner of the special election will only serve in Congress until the end of the twelvemonth. California is losing a district, and the current District 22 is essentially existence eliminated, its current borders largely folded into the new Districts 5, xx and 21.

Three participants in Tuesday's election - 2 Republicans and one Democrat - have entered the June seven principal in the new Commune 21. Democrat Jim Costa (current CA-16) is running as the incumbent. While it is likely that one of the special election Republicans will advance with Costa, the district has been made safer for Democrats in redistricting.

Louisiana Shapes Added to House Map; Redistricting Update

Louisiana:Barring whatever changes from expected litigation, congressional redistricting in Louisiana is complete. On March 30, the Republican-controlled Legislature overrode the veto of Democratic Gov. John Bel Edwards. The new district shapes have been added to the 2022 House Interactive Map.

The new map largely maintained the condition quo of the final decade, which translates to five seats for Republicans and 1 for Democrats. None of these are competitive from a party control perspective. Democrats, led by Edwards, had wanted the new map to include a 2d majority-minority commune given that Blacks now comprise about 33% of the state's population.

New York: On Thursday, a judge threw out the country'southward enacted congressional map, calling it a partisan gerrymander in violation of the State Constitution. The decision will be appealed. As a stay of the court guild is expected while the college court adjudicates, the district shapes will remain on the interactive map for the fourth dimension beingness.

Ohio:Information technology looks similar the Legislature's 2d enacted congressional map will stand for the midterm elections, despite it existence only slightly fairer than the i the Supreme Court tossed out in January. The court has yet to rule on the new map, and has now fix a timeline for hearing the case that takes any decision by the state's May 3 primary. These shapes were previously added to the Firm Interactive Map.

Remaining States

Four states, with 46 total districts, accept nevertheless to complete congressional redistricting.

Land (Districts) Comments
Florida (28) As expected, Florida Gov. Ron DeSantis (R) vetoed the program sent to him by the Republican-controlled Legislature. DeSantis is convening a special session of The Legislature from Apr nineteen to 22 for the sole purpose of coming upward with a new map. The intraparty boxing centers largely around the handling of District 5, a Black Opportunity district that stretches across much of the northern role of the land. Gov. Ron DeSantis wants this district made more than compact, finer eliminating the just Democratic-held district north of the Orlando surface area. The vetoed program somewhat acceded to this past consolidating the district around Jacksonville. However, it didn't go every bit far as DeSantis wanted.
Maryland (eight) On March 25, a judge invalidated Maryland's previously enacted map, calling information technology a Democratic gerrymander in violation of the state Constitution. On March 30, the Democratic-controlled Legislature passed a revised plan to encounter a tight deadline ready by the Court. Information technology was transmitted to GOP Gov. Larry Hogan on March 31. According to FiveThirtyEight, the new map is much fairer based on their efficiency gap metric. It remains to be seen which (or either) of the two maps is enacted. The Court needs to rule on the new map, while at the aforementioned time the State will appeal the prior ruling. The bill (SB1012) passed with the revised map includes a provision that specifies the original map will be used if the State wins on appeal.
Missouri (8) A deadlock in the Republican-controlled Missouri Senate was finally broken, and that chamber passed a map on March 24. However, the land Business firm, which passed its own plan back in January, rejected the plan. Missouri is the only land remaining where no plan has been enacted or passed past legislators. It is a fleck unclear what will happen next. The state's deadline for the August 2 master was March 29; candidates filed based on the 2010 boundaries. Yet, a lawsuit has been filed, as congressional districts are required to have equal populations based on the most recent Census.
New Hampshire (2) Gov. Chris Sununu (R) will veto the congressional map sent to him by the Republican-controlled Legislature. On March 22, he submitted his ain programme to the leaders of both legislative chambers. Sununu favors a program that keeps both districts competitive, while the map canonical by the legislature makes each of the state's two districts more partisan. It made District ane more favorable for a GOP option-upwards; the party has not won a U.S. House seat since 2014.
